Instructions: To make the Bell Pepper and Parsley Rice Recipe, first heat olive oil in a pressure cooker. Now add garlic and cook for 30 seconds. After 30 seconds, add onion and cook till the onion becomes soft. This will take at least 2 minutes. Now add salt, rosemary, rice, 2 cups of water, mix and close the pressure cooker.
